Best tide for fishing
What is the best tide to fish? The official answer for California is short. The beach fishing guides of the California Department of Fish and Wildlife (CDFW) favor an incoming tide. Most of what else is said about what tide is best for fishing comes from anglers' experience, and this guide labels it as angler advice whenever it comes up.
The examples use NOAA predictions from October 1 to October 7 for Newport Beach and our other California places. Predictions from NOAA station Newport Bay Entrance, near Newport Beach. What is the best tide for fishing?
CDFW's guides to beach fishing in Southern and Central California, made with California Sea Grant, list three conditions under which you are more likely to catch fish from the beach:
- an incoming tide toward high water, because the rising water washes small invertebrates out of the sand bars and that sets fish feeding;
- the early morning, or the hour before dusk;
- surf that is mild to moderate.
Note the wording: "more likely", from guides written for beach anglers. It is advice from the state wildlife agency, not a promise, and it does not cover every fish or every kind of fishing (CDFW, California beach fishing).
Angler advice, not an official finding
The most widely shared rule among saltwater anglers is that moving water fishes better than still water: a running tide carries bait, and predators feed on it. Around slack tide, when the water barely moves, many anglers use the time to re-rig. Fishing education sites repeat it (for example, thisguide to the best tide to fish), but none of the official sources we checked backs it with evidence.
Is it better to fish at high tide or low tide?
Is it better to fish at low or high tide? CDFW's beach guides pick neither. They point to the stretch in between: the incoming tide on its way to high water. The Central California guide names one exception. Surf smelt (by day) and night smelt (in the evening) are best caught on the falling tide after high water, and both usually spawn on beaches of coarse sand when the surf is calm.
For low tide, there is no official recommendation either way. Its main use, in common angler advice, is to look at the beach while the water is down, which the section on beach fishing below explains.
From October 1 to October 7, the predicted water level at Newport Beach runs from −0.2 ft (Tuesday, October 6, at 1:06 AM) to 5.8 ft (Thursday, October 1, at 12:22 PM). Those are predictions. NOAA notes that tide tables cover only the astronomical tide; wind, air pressure and river flow can push the real water level above or below them.
Incoming vs outgoing tide
NOAA calls the incoming tide a flood current and the outgoing tide an ebb current. It also notes that the strongest flood and ebb currents usually come before or around the time of high and low tide, and calls the weakest current between them slack water. So the water level and the current are related but not the same thing. Our charts show the level; for the speed of the water, NOAA publishes separatecurrent predictions for the stations that have them.
On a tide chart, the incoming tide is any stretch where the curve climbs from a low to the next high, and the outgoing tide is the stretch where it falls from a high to the next low. The chart marks both for Newport Beach on Thursday, October 1.

From October 1 to October 7, the biggest incoming tide at Newport Beach runs 1:43 AM to 8:06 AM on Wednesday, October 7, 5.3 ft in 6 h 23 min; the smallest, 8:15 AM to 3:09 PM on Saturday, October 3, lifts the water only 1.8 ft.

Each entry runs from one predicted extreme to the next, with the change in water level. A day of the week after a time means the tide ends the next day.
Angler advice, not an official finding
Anglers often favor the incoming tide in bays and estuaries, reasoning that it brings in cooler, clearer ocean water and lets fish move onto the flats to feed. The outgoing tide has its own following: as it drains a bay, it carries bait toward the mouth, and predators are said to wait there and around pilings and jetties. Both ideas are common in fishing guides; neither is an official finding.
Best tide for surf fishing
The best tide for surf fishing, by CDFW's beach guides, is the incoming tide, with the early morning or the hour before dusk as the best times and a mild to moderate surf. The same guides tell you where to cast: to the edges of sand bars and drop-offs, and into the channels that fish use to move along the beach while they look for food. For surfperch and corbina, cast near beds of sand crabs; for halibut, croaker and striped bass, watch for birds and marine mammals feeding, a sign of baitfish below.

Of the 6 evenings from October 2 to October 7, it is rising an hour before sunset on 3 (October 5, October 6 and October 7). Best tide for beach fishing
CDFW treats beach and surf fishing as one subject, so the best tide for beach fishing is the same answer: the incoming tide. Where beach fishing differs is in what you can do before the water comes in. Since CDFW's guides send you to sand bars, drop-offs and channels, it helps to know where they are.
From October 1 to October 7, the lowest daylight low tide at Newport Beach is 1.2 ft on Wednesday, October 7 at 1:56 PM; the water then rises 4.4 ft to a high of 5.5 ft at 7:52 PM.
Angler advice, not an official finding
A common habit among beach anglers is to walk the beach at low tide, note the troughs, holes and bars that are usually under water, and come back to fish them as the tide rises. Fishing guidesrecommend low tide scouting for the same reason: structure and troughs are easier to find with the water down.

Fishing from a pier at low tide
Pier fishing comes with a rule worth knowing first. CDFW says you do not need a fishing license to fish from a public pier in ocean or bay waters. "Public pier" has a legal definition (Title 14, California Code of Regulations, section 1.88): the pier must be connected to the shore, open to everyone free of charge, and built or used mainly for fishing. Publicly owned jetties and breakwaters count only if they form the outermost protective edge of an ocean harbor. All other rules, such as size and bag limits, report cards and seasons, still apply, and each person may use no more than two rods and lines (or crab nets and traps). CDFW also points out that it cannot promise a pier will be open.
On how to catch fish at low tide from a pier, the official sources we checked say nothing specific. What follows is angler advice. The table lists the public piers that CDFW names at our places, with the next daylight low tide and the rise that follows it.
Angler advice, not an official finding
- Use the low water to look. From the pier or the beach beside it, troughs, holes and rocks show up better when the tide is out; note where they are.
- Fish close. The pier itself is structure that draws fish, so long casts are rarely needed. Once a fish is hooked, keep it away from the pilings.
- Plan around the turn. Many anglers expect the bite to slow at slack low water and pick up as the incoming tide starts to move.
- Bring a pier net to lift fish up, rather than hauling them up by the line.

Best time to fish tides in California
California tides are mixed: two highs and two lows a day, of different heights, according toNOAA. So there are usually two incoming tides a day, and because the highs and lows differ in height, the two rises usually differ in size too. On Thursday, October 1 the two incoming tides at Newport Beach differ: from 5:27 AM to 12:22 PM the water rises 3.2 ft, while from 8:20 PM to 3:51 AM Fri it rises 2.7 ft.
Putting CDFW's two pieces of timing advice together, the best time to fish tides from a California beach is a rising tide early in the morning or in the hour before dusk. The table checks exactly that for each of our places over the next seven days: is the predicted tide rising at sunrise, and is it rising one hour before sunset? From October 1 to October 7, the tide is rising at sunrise on 4 to 5 mornings, depending on the place, and rising an hour before sunset on 3 to 4 evenings. Because the tides come later each day, these runs of rising mornings or evenings shift from week to week.

Counts skip mornings and evenings that have already passed at build time. Each place uses its own NOAA station and its own sunrise and sunset.
These are the hours CDFW points to, not a forecast of fish. The best tide to fish saltwater from a given beach also depends on the species, the surf and the weather, which no tide table includes. Common questions about tides and fishing
What tide is best for fishing?
For fishing from California beaches, the state's own advice is an incoming tide: CDFW's beach fishing guides say you are more likely to catch fish as the water rises toward high tide, and they also name the early morning and the hour before dusk. Beyond that, the common angler advice is to fish moving water and expect slower fishing at slack tide; that comes from experience, not from a study. The next morning with a rising tide at sunrise at Newport Beach is Friday, October 2.
Is it better to fish at low or high tide?
Neither on its own. CDFW's beach fishing guides point to the time in between: the rising tide that leads up to high water. The one exception they name is smelt in Central California, which they say are best caught on the falling tide after high water, surf smelt by day and night smelt in the evening. Low tide is more useful for looking at the beach than for fishing it, according to common angler advice.
