Laguna Beach tides decide how much of the town’s rocky shore you can reach. The Laguna Ocean Foundation runs free tide pool talks at eight spots along it, among them Crescent Bay, Heisler Park, Shaws Cove, Wood’s Cove and Treasure Island, and the height of the low tide decides how much of each one you can see.
Laguna Beach has no NOAA tide station of its own, so this page uses NOAA’s San Clemente station, about 20 km to the southeast. Treat the times as close rather than exact, and be on the rocks before the low tide time, not at it. The 30-day list of tide pool days comes first on this page, ahead of the week’s tide table, a two-month calendar and the high tides.

Treasure Island Beach
Treasure Island Beach sits below Treasure Island Park, and you reach the sand by the stairs or the ramp off the park trail. The Laguna Ocean Foundation rates it a beginner spot and has docents there. At low tide its pools hold ochre sea stars, purple urchins, shore and hermit crabs, and now and then an octopus. Goff Island, the rocky outcrop the park trail leads to, is a separate docent spot, reached by a ramp at the end of the trail.
This stretch is inside Laguna Beach’s no-take marine protected areas, so everything in the pools stays where it is.
Thousand Steps Beach
Thousand Steps Beach is in South Laguna, down a public stairway from Pacific Coast Highway at 9th Avenue. The name overstates it: the stairway has about 218 steps. At low tide there are pools and sea caves at both ends of the beach, and some of the rocks around them can only be reached while the water is out.
The public stairs are maintained by OC Parks. They have closed in the past for repairs, and the beach was closed after a January 2025 landslide that destroyed a private walkway nearby; check current access before you go.
Victoria Beach
Victoria Beach is reached by public stairs from Victoria Drive, at the end of Sunset Terrace, which bring you down at the north end of the beach. Its landmark is the tower often called the Pirate Tower. It is private and locked, and you can only get to it along the sand at low tide. The same low water uncovers tide pools in the rocks, with mussels and sea anemones. The beach is inside Laguna Beach’s no-take marine protected areas.
Crystal Cove, nearby
Crystal Cove State Park is just outside Laguna Beach, off Pacific Coast Highway between Laguna and Corona del Mar. Its 3.2 miles of beach have four tide pool areas: Reef Point, Rocky Bight, Pelican Point and Treasure Cove. The water off the park is Crystal Cove State Marine Conservation Area, where taking anything from the tide pools is prohibited. The San Clemente predictions here apply only roughly that far north; the Newport Beach tide chart uses a station closer to it.
What a low tide changes here
On Laguna’s small beaches, the tide controls getting around as much as seeing the pools. At Victoria Beach the walk to the tower and at Thousand Steps the way to the caves at either end are open only while the water is low. Check the low tide time in the table, go out while the tide is still falling, and start back before it turns, so the water does not close the route behind you.
Protected shoreline
Two no-take areas cover Laguna’s shore. Laguna Beach State Marine Reserve runs from Abalone Point, the city’s northern limit, south to Goff Island, and Laguna Beach State Marine Conservation Area (No-Take) continues from Goff Island south to Table Rock. In both, you may not take or harm any living, geological or cultural marine resource. According to the city, the only parts of its shore outside protected areas are north of Abalone Point and south of Seacliff Drive.
